Answer :- No, Allah never order to insult non-muslilms.Such as-
1) There is no compulsion in religion. Verily, the Right Path has become distinct from the wrong path. Whoever disbelieves in Taghut and believes in Allah, then he has grasped the most trustworthy handhold that will never break. And Allah is All-Hearer, All-Knower (2:256)
2) And insult not those whom they (disbelievers) worship besides Allah, lest they insult Allah wrongfully without knowledge. Thus We have made fair-seeming to each people its own doings; then to their Lord is their return and He shall then inform them of all that they used to do (6:108)
3)Verily! Those who believe and those who are Jews and Christians, and Sabians, whoever believes in Allah and the Last Day and do righteous good deeds shall have their reward with their Lord, on them shall be no fear, nor shall they grieve (2:62,5:69,22:17)
> Verily, you will find the strongest among men in enmity to the believers (Muslims) the Jews and those who are Al-Mushrikun (see V.2:105), and you will find the nearest in love to the believers (Muslims) those who say: "We are Christians." That is because amongst them are priests and monks, and they are not proud. (5:82)
> And when they (who call themselves Christians) listen to what has been sent down to the Messenger (Muhammad SAW), you see their eyes overflowing with tears because of the truth they have recognised. They say: "Our Lord! We believe; so write us down among the witnesses.(5:83)
> And why should we not believe in Allah and in that which has come to us of the truth (Islamic Monotheism)? And we wish that our Lord will admit us (in Paradise on the Day of Resurrection) along with the righteous people (Prophet Muhammad SAW and his Companions)." (5:84)
> So because of what they said, Allah rewarded them Gardens under which rivers flow (in Paradise), they will abide therein forever. Such is the reward of good-doers. (5:85)
> But those who disbelieved and belied Our Ayat (proofs, evidences, verses, lessons, signs, revelations, etc.), they shall be the dwellers of the (Hell) Fire(5:86)
4) And it has already been revealed to you in the Book (this Quran) that when you hear the Verses of Allah being denied and mocked at, then sit not with them, until they engage in a talk other than that; (but if you stayed with them) certainly in that case you would be like them. Surely, Allah will collect the hypocrites and disbelievers all together in Hell (4:140)
5) O Belivers! never be friend with jews and christains those who take your religion for a mockery and fun and also never be friend same behaviour of other religious, both are disbelivers (kafir). So Fear Allah, if you indeed are true belivers.(5:57)
6) Allah does not forbid you to deal justly and kind with those who fought not aganist you on account of religion and did not drive you out of your homes, verily Allah loves those who deal with equity.(60:8)
7) It is only as regards those who fought aganist (war) you on account of religion and have driven you out of your homes and helped to drive you out, that Allah forbid you to be friend them and whosever will be friend them.(60:9)
8) And if any disbeliver army seek your protection in war,then give him protection so that he may hear the word of Allah (Quran) and take him in safty place.A lot of them are stupid, not know (9:6) .
